Barr is no stranger to protecting the guilty! He made sure Bush pardoned 6 guilty people in the Reagan Iran Contra affair. (Also called a witch-hunt)

Mueller was also Barr's #2 and was a lackey for Barr, so his cowering under Barr's thumb was also a repeat performance.
