The author seems bewildered and reluctant to look at the obvious reason for the poor US response, but in all cases, leadership was to blame! (They wanted to be "non partisan" so did not lay it at his feet.)
This report is a sham, and obviously trying to rewrite history by not blaming tRUMP! I could write a book on his failures, but the TOME would be unwieldy and thus unreadable!
Besides being an incompetent leader who admitted he knew how deadly COVID was and downplayed it, he paced his son in law in a position of power to meting out the monies, supplies and medical equipment, he headed each of his organization with worse incompetent including the CDC who wanted herd immunity, and made a fiasco of a task force with the VP heading it... the same VP who totally screwed up the HIV response in Indiana. Plus, thousands of errors and omissions that we know of.
